| 13/7/09 | 31/7/09 | Government Submission Request | Inquiry into the Migration Amendment | THE SENATE STANDING COMMITTEE ON LEGAL AND CONSTITUTIONAL AFFAIRS Inquiry into the Migration Amendment (Immigration Detention Reform) Bill 2009 I write to invite you or your organisation to make a submission to a Parliamentary inquiry. On 25 June 2009 the Senate referred the Migration Amendment (Immigration Detention Reform) Bill 2009 for inquiry and report by 7 August 2009. The amendments in this Bill seek to implement the Government's New Directions in Detention policy. The policy's stated aim is to increase clarity, fairness and consistency in the way the Minister and the Department of Immigration and Citizenship respond to unlawful non-citizens. In particular, the bill purports to articulate and strengthen some immigration detention principles, clarify and expand community access provisions, expand some detention powers and amend the Minister’s non-compellable residence determination power. The committee has invited written submissions to its inquiry by 31 July 2009, and would be grateful for a contribution from you or your organisation. The committee is interested in hearing a wide range of views from interested parties. I would be grateful if you could also forward information about this inquiry to any individuals, groups or organisations who may wish to make a submission. The Bill, Explanatory Memorandum and Second Reading Speech are on the committee's website at http://www.aph.gov.au/senate_legal. Hard copies are also available from the secretariat. The committee encourages the lodgement of submissions in electronic form, but stresses that all submissions must include the author's full name, phone number and postal address on a separate covering letter. All communications with the committee and its secretariat are protected by parliamentary privilege and it is expected that submissions will be published unless clearly marked as confidential. Submissions must not be disclosed without the prior approval of the committee. If you require further information, please contact the secretariat on (02) 6277 3560. Yours sincerely Peter Hallahan Committee Secretary |
| 13/7/09 | 31/7/09 | Government Submission Request | Inquiry into the Australian Citizenship Amendment | THE SENATE STANDING COMMITTEE ON LEGAL AND CONSTITUTIONAL AFFAIRS Inquiry into the Australian Citizenship Amendment (Citizenship Test Review and Other Measures) Bill 2009 I write to invite you or your organisation to make a submission to a Parliamentary inquiry. On 25 June 2009 the Senate referred the Australian Citizenship Amendment (Citizenship Test Review and Other Measures) Bill 2009 for inquiry and report by 7 September 2009. The bill seeks to amend the Australian Citizenship Act 2007 to implement the recommendations of the Australian Citizenship Test Review Committee agreed to by government and to strengthen the eligibility requirements for citizenship by conferral for applicants under 18. In particular, the bill would provide: that certain applicants may be eligible for citizenship without sitting the citizenship test if, at the time of application, they have a physical or mental incapacity that is as a result of suffering torture or trauma outside Australia; that the citizenship test must be successfully completed within a period specified by the Minister in a written determination; and that to be eligible for citizenship by conferral, applicants who are under 18 years of age must be permanent residents at both the time of application and the time of decision.
